Percent operational availability of City Fleet Vehicles


A key indicator of operational readiness is Fleet Availability.  Shop operations use this measure to monitor and coordinate preventive, scheduled and unscheduled repairs.  The Fleet Mobility Services Department strives to keep City vehicles operational and available at all times to ensure the continuity of city services. The percent operational availability of City fleet vehicles for Fiscal Year 2021-22 was 92%, which is near the target of 95%.


The operational availability of the City’s fleet has been remained steady.  The goal for FY 22 is 95%. The recent introduction of vehicle telematics when completed will allow FMS visibility into Fleet assets when they are not in our possession. This is the groundwork for data driven effective and enhanced preventive and predictive maintenance as well as improved communication with customer departments about vehicle condition and operational needs, allowing FMS to move more quickly towards achieving the target.

Additional Measure Insights

The availability rate is the measure of how many city vehicles are in operation compared to total unit count out of service. This measure is also available by individual department allowing a more targeted approach to measuring the impact to specific services provided to the citizens. This is in alignment with our goal of continuous improvement and overall fleet optimization.

Measure Details and Definition

1) Definition: This measure calculates the percentage of operational availability of the City Fleet.
2) Calculation method: This measure is calculated by counting the total number of operational vehicles by department divided by the total vehicle count and multiplying by 100.
3) Data Collection Process:  The data is collected by an asset tracking system, which is managed by the Fleet department.
4) Measure Target Calculation: The target of 95% operational availability of City fleet vehicles was agreed upon by determining the necessary number of vehicles needed in operation for departments to operate in an optimal manner.
