Number of Permanent Supportive Housing (PSH) units dedicated to persons experiencing chronic homelessness
As of April 2020, ECHO reported 1,144 Permanent Supportive Housing (PSH) units. This indicator measures the number of Permanent Supportive Housing (PSH) units dedicated to persons experieincing chronic homelessness. These are Continuum of Care (CoC) units that have been connected to permanent subsidies and permanent services. Permanent supportive housing is an intervention that combines affordable housing assistance with voluntary support services to address the needs of chronically homeless people. The services are designed to build independent living and tenancy skills and connect people with community-based health care, treatment and employment services. PSH housing is targeted, deeply affordable (no more than 30% of household income required for rent, even for tenants with extremely limited or no income), lease-based, supported through services, and aligned with Housing First principles.

This measure only includes programs that are explicitly dedicated to households exiting homelessness as defined by the Homelessness Response System.
This number also doesn’t capture “mainstream” resources like general public housing units that are not dedicated to households exiting homelessness, but still sometimes serve them as part of their deliberately broad affordable housing umbrella.
Measure Details and Definition
1) Definition: This measure answers the question of how many permanent supportive housing (PSH) units are being created each year?
2) Calculation method: Number of active PSH units are being reported by ECHO
3) Data Collection Process: Only includes programs that are explicitly dedicated to households exiting homelessness as defined by the Homelessness Response System
4) Measure Target Calculation: The target to create 100 permanent supportive housing units (PSH) for this measure was adopted in spring 2017 by the Austin City Council as part of the Austin Strategic Housing Blueprint. This measure is considered a City Contribution measure as the City has the ability to move the measure. Aa baseline of 1,144 PSH units was reported by ECHO in 2020. In order to report on this measure in each subsequent year the goal will be 100 units greater.
