Cost per Mile of City-owned Fleet


The Fleet Mobility Services Department is responsible for providing safe and reliable mobile solutions to ensure the continuity of city services. In addition, Fleet’s strategy is to lead, design and incorporate "Sharing, Electric Vehicles, Telematics, and Autonomous Mobility Services" for City employees with cost-effective and accessible forms of modality to transport City employees. The primary goals are to reduce transportation costs, traffic congestion and under-utilized fleet assets while improving the health, environment, safety and livability of Austin.  The cost per mile of City-owned fleet is $1.22, which is near the industry average of $1.23 for FY 22.


According to the data, one can see that the City of Austin’s fleet is producing an average cost per mile of $1.12 for FY 19, $1.20 for FY 20, $1.24 for FY 21, and $1.22 for FY 22 which are below or near the industry average of $1.23.

The cost per mile measure is composed of multiple ICMA (International City/County Management Association) classes in the diversified City fleet. With data from Fiscal Year 2022, all ICMA classes have an average cost per mile of $1.22. The goal of tracking the City fleet’s cost per mile is to aide in identifying mobility solutions that maximize efficiency and minimize emissions and operating costs.

Measure Details and Definition

1) Definition:  This measures the average cost per mile of operating a City-owned vehicle.
2) Calculation method: This measure is calculated by dividing the sum of all maintenance and fuel costs (Parts, Labor, Commercial, and Fuel) by the sum of all miles for the City fleet.
3) Data Collection Process:  The data is collected by an asset tracking system, which is managed by the Fleet department.
4) Measure Target Calculation: The target of $1.23 is derived from the industry average of like kind municipalities. The data is calculated by a third party (Utilimarc).
5) Frequency Measure is Reported: Annually (Calendar Year)
