Percentage of residents ≥ age 65 who received a core set of preventive clinical services in the past 12 months

In 2020, nearly 19% of Travis County residents ages 65 and over had completed a core set of clinical preventive services.  Pursuing clinical preventive services aids in earlier detection of chronic disease as well as prevention of infectious disease.  Healthy People 2020 set the objective for about 45% of people ages 65 and over to have received a core set of clinical preventive services.  A 10% increase in the current value for Travis County would be increasing the current value to 20.02% by 2023.

The percentage of Travis County residents who have received preventive services has fluctuated only slightly over time.  While nearly 19% of Travis County residents ages 65 and over received preventive services in 2020, only 15.4% of Texas residents met the same criteria.
In 2016, the Austin City Council adopted the Age-Friendly Austin Action Plan aimed to improve quality of life for older adults within the community.  The plan focuses on addressing dental services, mental health services, medical and public health navigation services, and emergency response. 
In support of the strategy to expand opportunities for affordable and accessible health care services not covered by Medicare, Austin Public Health funded Foundation Communities Care Teams to provide 167 seniors at their supportive housing communities with 9,674 services over the course of 2020. The result: 64% followed through on a referral to a resource in the community; 93% of participants 65+ completed at least two preventative services; 87% of participants in the "Care Calls" program reported it helped them feel less isolated.

Additional Measure Insights

Because of the definition of clinical preventive services, this measure is already segmented by age and sex.  The Behavioral Risk Factor Surveillance System (BRFSS) collects data on a variety of clinical services which all contribute to this measure.  The survey questions that relate to this measure are collected only in even number years and the overall number of residents ages 65 and over sampled tends to be smaller than other age groups sampled.  Because of these smaller sample sizes, the data serves as an estimate of the true population value of the percentage of residents who complete all of these services.  The smaller sample size limits the ability to further examine this measure by additional demographic factors.  The graphic below outlines the specific services included within the core preventive services measure.  The only difference between the sexes is the addition of a mammogram for females.

While 2020 data shows that 72.4% of Travis County residents ages 65 and over had ever received a pneumococcal vaccine, other clinical services showed lower adherence.  In 2020, over half (71.7%) of Travis County residents ages 65 and over had received a flu shot in the past year. However, nearly 60% of residents ages 65 and over had not received any of the included preventive services related to colon health.  Because this measure relies on residents receiving all of the preventive services, the total prevalence value becomes much smaller.

Measure Details and Definition

1) Definition:  This is a measure of how many Travis County residents age 65 and over receive all of a set list of clinical preventive services.
2) Calculation method: The measure is calculated by dividing the number of residents who received all of the clinical preventive services by the total number of residents for that age group surveyed.  The data collected from the survey is weighted so that the survey data can be estimated for the population as a whole.
3) Data Collection Process:  The data is collected via telephone survey administered by Texas Department of State Health Services on behalf of the Centers for Disease Control and Prevention (CDC).
4) Measure Target Calculation: Healthy People 2020 set the target for 44.6% of males and 46.8% of females to have received a core set of clinical preventive services.  A 10% increase in the current value for Travis County would be increasing the current value to 20.02% by 2023.
5) Frequency Measure is Reported: Data is collected every two years, with a two year lag.
