Average Number of Days from when Zoning Complaints are First Reported Until Non-Judicial Compliance
This measure tracks the average number of days from when zoning complaints are first reported until they are resolved through non-judicial (voluntary) compliance. This measure is important because it reflects Austin Code Department’s (ACD) average case process time and is an indicator of whether current staffing levels are adequate to meet the needs of the growing community.
This measure is calculated by taking the total number of days between the date zoning complaints are received and the date when voluntary compliance occurs, divided by the total number of zoning cases with voluntary compliance for the reporting period.
FY 2014-15 Results
The department’s goal is to gain voluntary compliance within an average of 60 days from first response. The average for FY 2014-15 was 129 days.
Assessment of Results
Zoning cases investigate complaints regarding land use and local zoning ordinances for the City of Austin. ACD investigated 6,353 zoning cases in FY 2014-15, which was 30% more cases investigated than in the previous year. This measure is dependent on the time of permit application, review, and approval processes completed by the Development Services and Planning and Zoning Departments. The average number of days from when a complaint was first reported until voluntary compliance has decreased from FY 2013-14 to FY 2014-15 from 153 days to 129 days. The improvement can be attributed to business processes improvements made in the permit process as a result of the Zucker Report, as well as, streamlining ACD processes by updating the notice of violation format that added clarity to the violations and remedies. Although ACD has improved in this measure, the results for FY 2014-15 did not achieve the goal of an average of 60 days from first complaint until voluntary compliance.
ACD has revised the target for this measure to ensure consideration of the external influence of the Development Services and the Planning and Zoning Departments, as well as, the analysis of current resources dedicated to case investigation and anticipated number of cases. The goal for this measure in FY 2015-16 is an average of 130 days from when zoning complaints are first reported until voluntary compliance.
