Percent of Users Satisfied with Recreation Programs

Measure Description
This measure tracks the satisfaction rate of those respondents indicating on the Annual Community Survey that they had participated in an Austin recreational program or event in the last 12 months. The Survey allows the Department to capture satisfaction rates for the myriad of services offered to the public ranging from out-of-school time programs for youth and teens, athletics, senior activities, and cultural and arts programming.
Calculation Method
For those respondents indicating that they had participated in a City of Austin recreation program or event, this measure is the sum of “very satisfied” and “satisfied” responses divided by the total number of respondents who reported an opinion. The measure excludes those who left the question blank or reported “don’t know.”  
FY 2014-15 Results
According to the 2015 City of Austin Annual Community Survey, PARD achieved its target goal of 74% of citizens satisfied with recreation programs.
Assessment of Results
PARD is committed to continuously improving the quality of services it provides the citizens of Austin. Measuring overall satisfaction rates helps the Department assess continued participation in programs and the likelihood of recommending programs and services to others. In FY 2014-15, the Department met its target goal of 74% satisfaction, realizing a 1% increase in each of the prior two years. PARD continues to be a leader in the parks and recreation industry. Its average for overall citizen satisfaction for parks and recreation, which is also 74%, exceeds the national average of 67% for cities with a population greater than 250,000. Austin’s head-to-head rating exceeds twelve out of fourteen large regional central U.S. cities including Denver, Des Moines, St. Louis, Oklahoma City, Tulsa, Wichita, Fort Worth, Indianapolis, Minneapolis, Houston, Dallas, and Kansas City, behind only San Antonio and Arlington, Texas.

Next Steps
PARD is currently engaged in a strategic planning initiative that will culminate in a five year strategic plan due for implementation in FY 2016-17. PARD’s strategic plan will proactively address programming gaps in services and identify underserved populations. Implementation of a strategic plan will better position the Department to meet the needs of the growing Austin population and enhance the quality of services provided in the next five years.
