Renewable Power Generated as a Percent of Consumption
This measures renewable power generated verses Austin Energy (AE) customer load. In FY 2014-15, AE’s generation resource plan had a long-term goal of 35% renewable power generated as a percent of consumption by 2020. The generation plan has since been updated and this measure allows the Department to track its progress toward the updated goal of 55% renewable power generated as a percent of consumption by 2025.
This measure is calculated by dividing the total megawatt hours (MWh) of renewable energy purchased in Purchase Power Agreements (PPAs) or generated by AE by the total number of megawatt hours consumed by AE customers. This is a load serving goal.
FY 2014-15 Results
For FY 2014-15, the goal for this measure was established at 31.8% renewable energy. The FY 2014-15 actual was 23.1% due to mid-fiscal year addition of new projects and market conditions impacting dispatchable renewable energy production.
Assessment of Results
Austin Energy made significant progress in FY 2014-15 toward reaching the updated goal of 55% renewable power generated as a percent of consumption by 2025. This measure is dependent upon AE owned renewable power dispatched in the Electric Reliability Council of Texas (ERCOT) grid and output varies annually depending on weather and market factors such as price. In FY 2014-15, AE added 300 megawatts (MW) of west Texas wind capacity through an 18-year PPA with Lincoln Renewable Energy that came on-line during the fiscal year. In addition, the Los Vientos III Windpower Project, which is a 200 MW coastal and south Texas valley wind project also came on-line during FY 2014-15. However, both projects came online mid-fiscal year limiting their impact to the FY 2014-15 metric. Actual renewable energy purchased or produced in FY 2014-15 was equal to 23.1% of AE customer demand. AE has consistently ranked high in sales of renewable energy into the ERCOT market.
With the City Council approval of an updated Generation Resource Plan, AE has an updated goal to meet 55% of all power generation as a percentage of consumption through renewable resources by 2025. AE currently has 200 MW of wind PPA’s scheduled to come on line in FY 2015-16 and was given approval by Council to contract for another 450 MW. The additional solar, along with a previously approved 150 MW solar contract will begin to come online during the fourth calendar quarter of FY 2015-16 impacting FY 2016-17. The purchase power agreements for wind, solar and biomass currently on-line and coming on-line in the coming years will help AE to surpass the original goal of 35% renewable by the year 2020 three years ahead of schedule (2017), and position AE to move forward in achieving greater than 55% renewables in the future. The updated 2014-15 Generation Plan should provide the path to lead AE forward in achieving these goals as well as keep AE as a national leader in renewable energy.
