Medical Priority Dispatch Protocol Compliance 

Measure Description
This key performance indicator measures the percentage of cases that comply with the Medical Priority Dispatch Standards as established by the International Academy of Emergency Dispatch standards. Austin/Travis County Emergency Medical Services (ATCEMS) reviews 9-1-1 calls managed by communications medics. The cases are randomly selected for review and are compared to the International Academy of Emergency Dispatch standards. These standards are used in the Communication Center to guide communications medics in assessing patients over the phone and providing medical instructions while an ambulance is responding to the incident. The overall compliance score is a composite of the sub-sections that are scored against the standard.
Calculation Method
The average of Medical Priority Case Review scores of the randomly-selected 9-1-1 calls.
FY 2015-16 Results
Based on a random review of 4,314 calls, 3% of the total call volume, the overall score was 98.8%, which exceeds the goal of 90%.
Assessment of Results
ATCEMS Communication Medics are the first to provide critical and often lifesaving instructions to the caller or patient. Communication medics play a vital role in the overall continuum of care. This measure is used to monitor the performance of the Communication Center and is required to maintain accreditation from the International Academies of Emergency Medical Dispatch. Compliance with the dispatch standards continues to exceed the performance targets each year. The performance target for this measure changed from 98.5% in FY 2013-14 to 90.0% in FY 2014-15 to better align with the accreditation standard of 90.0% compliance.
Next Steps
Next year, ATCEMS will use a new scoring standard to match the accreditation standard by the International Academy of Emergency Dispatch. The measurement will not be an average of scores but rather will be based on a percent of random reviews that are out of compliance from the standard. This data is currently being collected and the department will have a full year of information by the end of FY 2016-17.
