Lane Miles of Overlay Completed

Measure Description
This measure tracks the total area of asphalt overlay street preventive maintenance treatment output in lane miles. Completed lane miles come from two sources (in-house workforce and contracted services). The goal for each year is based on completing anticipated contracted projects and varies as funding for the activity varies.
Calculation Method
Sum of completed monthly lane miles during the time period of October 1 and September 30.
FY 2014-15 Results
In FY 2014-15, 116 lane miles of asphalt overlays were completed, which fell below the goal of 180 lane miles.
Assessment of Results
The 64 lane mile variance in FY 2014-15 of asphalt overlays completed is due to work to be performed under contracts. Although the “in-house” workforce met their target by completing 116 of its assigned 120 lane miles (of surface area), the difference is due to work associated with S. Lamar Boulevard, where the depth of work, which is equivalent to 14 surface area lane miles, required additional time and effort to complete. In addition, 60 lane miles of asphalt overlays were to be completed by contract, but were not funded in FY 2014-15 because funds were repurposed to meet an unanticipated budget shortfall.

Next Steps
The goal for FY 2015-16 will be to complete 120 lane miles of asphalt overlays with the “in-house” workforce. However, PWD will prepare an asphalt mill and overlay contract in the event funding becomes available.
