Number of Persons Moved Out of Poverty Into Middle Skill Jobs
Status
This measure is the primary goal of the workforce development trainings offered by the City of Austin and local training partners. The five year Austin Metro Area Community Workforce Plan, spearheaded by five year Workforce Solutions Capital Area, intends to move 10,000 people from poverty into middle skill jobs through quality training for in-demand, well-paid jobs. The data was reported in 2021 on 2020 data.

Tracking the outcomes of participants who complete training is lengthy. Post training completion, University of Texas Ray Marshall Center tracks the participants employment status through an agreement with participants and Texas Workforce Commission.
The objective to move 10,000 people from poverty into middle skill jobs expects to move approximately 2,000 people per year, or 27% of completers. So far the outcomes are near to meeting the goal. To see the full impact report from Workforce Solutions, check here.

Measure Details and Definition
1) Definition: This measure shows how many Austinites who successfully completed workforce development training that went on to gain employment with earnings above the poverty limit.
2) Calculation method: Tracked through Texas Workforce Commission unemployment insurance over the course of five years post completion. Earnings higher than poverty are deemed successfully transitioned. Data is provided as a percentage of completers who successfully moved out of poverty.
3) Data Collection Process: Collected and reported by 3rd party provider, University of Texas Ray Marshall Center, in partnership with Workforce Solutions Capital Area.
4) Measure Target Calculation: 10,000 Austinites out of poverty and into middle skills jobs was determined during the Austin Metro Area Community Workforce Plan development and stakeholder engagement process.
