Project Background
The City of Austin is conducting preliminary and design-phase work to connect two existing Colony Loop Drive sections as part of the 2016 Mobility Bond Program. Ultimately, improvements would create a continuous connection between Loyola Lane and Decker Lane through the Colony Park Sustainable Community project site and existing adjacent neighborhoods. The project will also provide critical connectivity for residents and visitors of the Colony Park/Lakeside Neighborhood to access Volma Overton Elementary, Turner-Roberts Recreation Center, and Colony Park District Park.
This project is a partnership
between the Economic
Development Department and Corridor Mobility Program Office in
support of the Colony Park Sustainable Community vision. In September 2020, over 2,500 residents in the area received a newsletter regarding updates on the project. Read the Colony Loop Drive newsletter.
Project Overview
In November 2011, the U.S. Department of Housing and Urban
Development awarded the City of Austin a $3 million Community Challenge Grant
to support the development of a Master Plan for 208 acres of publicly owned
land in the Colony Park neighborhood. The Master Plan envisioned a sustainable
and livable mixed-use, mixed-income community.
The connection of Colony Loop Drive through the City-owned
property and improvements to the existing portions of the roadway are essential
to the Colony Park Master Plan development. A combination of City Operating Budget and 2016
Mobility Bond funds will permit the necessary engineering and design work for
the construction of the new portion of Colony Loop Drive as well as
improvements along its existing east and west portions. Improvements may be
constructed as future funding sources are identified.
Substantial preliminary engineering and design work has already
been completed for the upcoming connection during the master planning process.
The Preliminary Engineering Report for Colony Loop Drive was completed in April
2019. Click here to view that report.
In addition to the
new section of Colony Loop Drive, Complete
Streets improvements are
proposed for the existing eastern and western sections of Colony Loop Drive to
provide critical connectivity for the existing neighborhoods as well as to address substandard pedestrian and
bicycle facilities in the existing neighborhoods next to the Colony Park site.
The proposed Complete Streets improvements would include analysis, design, and
engineering to link and support the new Colony Loop Drive connection.
Anticipated Project Timeline
The Corridor Mobility Team, in partnership with the Economic
Development Department, is working to design both the existing sections of Colony
Loop Drive and the missing connection as one full project. The design of the project has been funded both
by the 2016 Mobility Bond and appropriation from the General Fund. The current estimated
timeline for completion of design is end of fall 2021. There is
currently no funding for construction at this time.
