In 2020 14.25% of residential permits were for missing middle housing units. This is less than half the city's goal of 30% which was adopted as a part of the Austin Housing Blueprint in 2017.

Measure Details and Definition
1) Definition: This measure answers the question of what percentage of housing units in the City of Austin are in a range of housing types from small lot single-family. This measure tracks units created after the start of the Austin Strategic Housing Blueprint (October 1, 2017) in the "Issued Construction Permits" dataset. The measure uses "Issued Date" to count units and sums "Housing Units" column. "Permit Type" is filtered to include only "BP" for Building Permit, "Work Class" includes only projects considered "New", and Status Current "Final". The "Jurisdiction" is "Austin Full Purpose". We summed the following Permit Classes to determine missing middle housing units: 1) R-101 Single Family Houses" with a "Total Lot SQFT" of 2,500 through 5,749; 2) R- 102 Secondary Apartment; 3) R- 103 Two Family Bldgs; 4) C- 103 Two Family Bldgs; 5) C- 104 Three & Four Family Bldgs; and 6) C- 105 Five or More Family Bldgs with 8 or less units. This Missing Middle sum of housing units is divided by the "Total Housing Units" to get the overall percentage.
2) Calculation method: Number of permitted housing units that are in a range of housing types from small lot single-family divided by total permitted housing units.
3) Data Collection Process: Data is collected from the Issued Construction Permit Database maintained by the Development Services Department (DSD).
4) Measure Target Calculation: The target was adopted in spring 2017 by the Austin City Council as part of the Austin Strategic Housing Blueprint. The goal to create 30% of newly constructed housing units in a range of housing types from small lot single-family to eightplexes is also in line with Imagine Austin the City's 30 Year Comprehensive Plan. This measure is considered a City Contribution measure as the City has the ability to move the measure through land use policy.
